Dangerous Goods "Vehicle Compliance"

Registration: Category "D"

The National Road Traffic Act and Regulations, as well as incorporated National Standard 10231: 2010 demand that all Operators of vehicles used to convey dangerous goods by road must be registered for category D (Dangerous Goods). Hazcom-DGR will assist you by doing the re-registration of your light delivery or heavy goods vehicles on your behalf. Proof of such registration must be displayed as a category D and G Operator Card on the left side of the vehicle windscreen or in the appropriate disc holder on trailers, semi-trailers and links adjacent to the Certificate of Fitness/License disc.

Municipal Dangerous Goods Transport Permit

Municipal Emergency Services By-Laws in most larger municipalities require that Operators transporting Dangerous Goods within their repsective municipal boundaries must be inspected by the Fire Department of that local authority and once satisfied that the vehicle meets the requirements of all relevant SABS National Standards for vehicle design,  load securement, emergency information systems (signage) and operational requirements, a 12 month Dangerous Goods Transport Permit shall be issued on that vehicle.

 

The aformentioned permits must be renewed on an annual basis where the specific vehicle is re-submitted for inspection.

 

Some municipalities require such a permit for all 9 dangerous goods hazard classes, whilst others require a permit only for flammable goods (Gas, liquid or solid).

 

If a Dangerous Goods or Flammable Substances Permit is obtained from Municipality A, then that permit is recognised by Municipality B.

 

EXAMPLE:  Ekurhuleni Metropolitan Council only requires Transport Permits for "Flammable Substances" whilst Johannesburg Metropolitan Council requires a "Dangerous Goods Transport Permit". In effect this means that an Operator who carries non-flammable products (e.g. Corrosives) in Ekurhuleni would not require a permit from Ekurhuleni, but the moment the vehicle enters Johannesburg area, the vehicle requires a "Dangerous Goods Permit" to allow movement of the corrosive in the Joburg area. The only way to avoid fines and delays is to obtain a Municipal Transport Permit irrespective of what class of Dangerous Goods is carried and this will avoid inevitable conflict with Law Enforcement Officers.
